Symptom

In a repeated periodic settlement of an order header, the system completes the settlement without any error messages and generates a settlement document even if no changes (new cost, change of delivery quantity) have been made since the last settlement.
The generated settlement document results in a total of zero and the system does not generate any follow-on documents.
