EC-EIS: Data transfer in decimal point format

Symptom
You are using the EC-EIS/CO-PA data transfer (KCF0, KEFC) to upload files and you have selected the decimal point number format. The system issues a message informing you that a content error has occurred. The log (report RKCDLMON) displays a message stating that a value with a decimal point cannot be converted into a packed number.
