BAPI_PROFITCENTER_CREATE / CHANGE missing checks

Symptom
When you create or change a profit center using the BAPIs BAPI_PROFITCENTER_CREATE and BAPI_PROFITCENTER_CHANGE, the system does not check the address data or the Segment field; that is, you can enter values that do not exist. In addition, it is not always correct to permit a segment change, for example if the combination of profit center and segment were already posted to.
Reason and Prerequisites
This problem is caused by a program error.
Solution
The checks are carried out as in the profit center maintenance using transactions KE51 and KE52.
Implement the program corrections.
